Over the past two decades, Rey Javier also known by Rey Emmanuel Javier dedicated his work to social service in the San Francisco Bay Area, helping the most vulnerable and underserved communities. Rey Javier currently serves as a real estate coordinator for Hamilton Families in San Francisco, California. He oversees rapid rehousing programs, talent acquisition, training and retention; program and staff development that help unhoused families, and at families risk of homelessness. Rey serves as the agency liaison to community housing providers, private landlords and property management firms. As an immigrant from Manila, Philippines in the early 90s — and being blessed with many opportunities in the US, Rey Javier focused the later part of his career to local government and non-profit community service work. Rey Javier previously served the City & County of San Francisco’s Mayor’s Office Of Housing and Community Development, as a Program Officer, responsible for the program operations management and implementation of Inclusionary Housing program policies. Rey also served the Consumer Credit Counseling Service of San Francisco, as a Program Manager, overseeing rental and homeownership housing education and have been involved with other non-profit organizations which served the Bay Area, Northern California. Rey Javier managed homelessness prevention efforts; subsidized affordable housing portfolio, CoC, HUD housing, CalOES, HUDVASH, CalWorks, CA AB109 program administration with SHELTER, Inc. in the East Bay, Solano and Sacramento. Rey served nationwide efforts, including being part of the Homeownership Preservation Foundation (888) 995-HOPE hotline (with CCCSSF) and the Freddie Mac loss mitigation during the foreclosure crisis in 2006-2008. Rey’s work with the Consumer Credit Counseling Service of San Francisco was recognized by the American Banker Association Magazine in 2007. Rey Javier is an advocate for housing solutions, rapid re-housing programs, affordable, fair housing, foreclosure and eviction prevention, as well as community efforts serving the Filipino-American and LGBTQ+ communities in the San Francisco Bay Area region. Rey Javier previously worked for Wells Fargo Bank Consumer Credit Division marketing as a Senior Project Management Manager, responsible for print advertising, customer acquisition and retention marketing, telephone, online and integrated direct mail programs. Rey Javier also served various retail management and human resource positions for Macy’s Federated Stores, in Concord, Walnut Creek, San Leandro, Pleasanton and Richmond, California. The City & County of San Francisco Board of Supervisors and the California State Senate and State Assembly recognizes the contributions of its residents and organizations for community service. On April 27, 2026, Rey Javier, was recognized by the San Francisco Board of Supervisors with a Certificate of Honor for his work and dedication to fair and affordable housing. Rey Javier is a recipient of the Emerging Leader Program Fellowship in 2020, by Tipping Point Community organization, which was founded by Mayor Daniel Lurie to support various community organizations throughout the San Francisco Bay Area region. Rey Javier is a Licensed Real Estate Salesperson by the California DRE since 2005. Certified Homebuyer Education Trainer by NeighborWorks America. Certified Credit and Housing Counselor by the National Foundation for Credit Counseling. Certified Professional Property Manager by International Real Estate Institute. Recipient of Project Management Certificate from American Management Association. Recipient of certificates from FHA and CalFHA for Lender and Homeownership Programs Training; the National Community Reinvestment Coalition for Fair Lending and U.S. Department of Housing for Fair Housing.
